Creation of RTI (Right to Information) Cell - Information w.r.t.

clause 4(1)(b) of RTI Act.2005

(i) The particulars of its organisation, functions and duties: -

The Currency Note Press is headed by General Manager under the

Administrative control of Ministry of Finance, Department of Economic

Affairs, New Delhi. The main function of this industrial organisation is to

print and supplies of bank notes of different denominations of Rs.10/-,

Rs.50/-, Rs.100/-, Rs.500/- and Rs.1000/- as per indent received from

Reserve Bank of India.

The Currency Note Press is registered as a factory under the Factory

Act 1948 and worked on two shifts of 9 hours each.

The important duty of Currency Note Press is printing of bank note as

per requirement of Reserve Bank of India and scientific examination of

forged notes. We also provide expert reports about the genuineness or

otherwise of notes to all judicial authorities in the country under section

292 of Criminal procedure 1973.

(ii) The powers and duties of its officers and employees: -

It is an industrial organisation and the powers are vested with the

General Manager in respect of Administrative, statutory, financial and quasi

- judicial functions under CCS (CCA) rules DFPR, GFR, and by specific

authorisation from Ministry of Finance in various capacities. These powers

have further been partly delegated to the Dy. General Manager, FA&CAO,

Works Manager, Manager (Control), Chief Admn. Officer to some extent.

(iii) The procedure followed in the decision making process, including

channels of supervision and accountability: -

The procedure followed in the decision making areas are taken based

on the rule position examined at various levels and on the recommendations

of various levels of supervisors and officers. The main rules are the

fundamental rules, supplementary rules, general financial rules, delegation of

financial power rules and orders issued by the Government from time to

time. The other laws to be observed are industrial laws, etc.

(iv) The norms set by it for the discharge of its functions: -

It is an industrial organisation and different norms for production

have been set up as per the capacity of the machines and crew provided on

the machines as per strength recommended by Staff Inspection Unit as well

as the modernisation study report submitted by the local management and

accepted by the Government for smooth discharging of duties. The quality

control and production are as per requirement of Reserve Bank of India.

(v) The rules, regulations, instructions, manuals and records, held by it or

under its control or used by its employees for discharging its functions: -

Different rules have been set up for discharging of different kinds of

functions. It is a Central Government organisation and rules, regulations,

instructions are followed as per guidelines given by the Ministry from time

to time. For this purpose, we are observing fundamental and supplementary

rules, CCS (CCA) conduct rules, general financial rules and delegation of

financial power rules, etc. In addition to it, we also follow the working

manual for factory working prepared and held by us.

(vi) A statement of the categories of documents that are held by it or

under its control: -

The Currency Note Press is a high security industrial organisation.

The documents related to production etc. are held by Manager (Control) and

Works Manager, whereas other documents are held by Administration and

Accounts as per relevance.

(vii) The particulars of any arrangement that exists for consultation with,

or representation by, the members of the public in relation to the

formulation of its policy or implementation thereof: -

The question of consultation with members of the public in relation to

the formulation of policies and implementation does not arise, being an

industrial unit and also dealing with security products.

(viii) A statement of the boards, councils, committees and other bodies

consisting of two or more persons constituted as its part or for the purpose

of its advice, and as to whether meetings of those boards, councils,

committees and other bodies are open to the public, or the minutes of such

meetings are accessible for public: -

Being an industrial and security organisation of the Central

government, there is no such requirement and the organisation functions as

per the Central Government rules and Industrial laws.

(x) The monthly remuneration received by each of its officers and

employees, including the system of compensation as provided in its

regulations: -

This being a Central Government Department the remuneration of

each officers and employees are based on the pay scales as per Central

Government Pay structures, and payment of wages act applicable to

Industrial workmen.

(xi) The budget allocated to each of its agency, indicating the particulars

of all plans, proposed expenditures and reports on disbursements made; -

The budget allocated according to the financial year is utilised for

payment of salary and wages, overtime, incentive, procurement of rawmaterial

such as paper, ink, spares etc. During the current financial year,

budget allocated is for Rs. 250 crores (approximately).

CISF has been engaged as a security agency for the unit and the

annual budget for CISF is Rs.6.5 crores (approximately). The major

expenditure is on procurement of paper and ink to the tune of Rs.70 crores

and Rs.30 crores respectively for 2005-06.

(xii) The manner of execution of subsidy programmes, including the

amounts allocated and the details of beneficiaries of such programmes: -

We have a Welfare Fund committee of Industrial workmen and grantin-

aid provided by the Government is being utilised for various welfare

activities of the Industrial workmen through Welfare Fund committee.

(xiii) Particulars of recipients of concessions, permits or authorisations

granted by it: -

As above in (xii).

(xiv) Details in respect of the information, available to or held by it,

reduced in an electronic form: -

No information is reduced in electronic form excepting for

procurement tenders which are published on CNP website as and when

necessary.

(xv) The particulars of facilities available to citizens for obtaining

information, including the working hours of a library or reading room, if

maintained for public use: -

Being a Central Government Industrial organisation, public activities

are not associated or involved in our day to day working.

1) Being an industrial security set up, the status of factory effluents

and quantitative and qualitative analytical test results of various and

parameters related to factory environment as prescribed by Maharashtra

Pollution Control Board are displayed on the front gate of the press for

public information.

2) Our organisation has been notified as Prohibited Area under Official

Secret Act 1923 of Government of India and such information has been

displayed on all the entrances of the factory.
